NEET Paper Leak: New Bill Introduced in Lok Sabha, Youth MPs to Debate for Hours

After Education Minister Dharmendra Pradhan's resignation, the Prevention of Unfair Means Amendment Bill, 2026 will strengthen legal measures against exam fraud

Following Education Minister Dharmendra Pradhan’s resignation, Lok Sabha will witness presentation of the Prevention of Unfair Means Amendment Bill, 2026, today. Dr. Jitendra Singh, the DoPT Minister, will introduce the bill, ensuring immediate parliamentary attention. Moreover, the NDA has nominated young MPs to participate in an extended eight to ten-hour debate. This focus on youth leadership intends to address systemic exam fraud efficiently.

Bill Aims to Strengthen Legal Framework Against Exam Fraud

The bill proposes multiple changes to the Public Examination (Prevention of Unfair Means) Act, 2024, which became effective on June 21, 2024. It seeks harsher punishment for organized paper leak syndicates, increasing imprisonment up to ten years and fines up to ₹10 crore. The amendments also broaden definitions to cover digital manipulation, online cheating, and institutional complicity. Additionally, the bill enforces strict accountability for exam authorities, institutions, and service providers involved in malpractice.

Fast-Track Courts to Ensure Swift Justice

Furthermore, the legislation allows fast-track courts to handle paper leak cases, providing additional powers to expedite hearings. The fast-track system ensures continuous daily hearings, minimizing unnecessary delays that occur in regular courts. By using specialized judges and procedures, the bill guarantees quicker resolution and prevents backlog accumulation.

Government Focus on Students’ Interests

Prime Minister Narendra Modi emphasized that students’ welfare and futures remain the highest priority. He confirmed that authorities will implement fast-track courts and ensure stringent action against offenders immediately. All resources will be utilized to allow 22 lakh students to reappear and complete examinations efficiently.

Youth MPs and Opposition Participation

Youth leaders from BJP, including Bansuri Swaraj and Tejasvi Surya, will speak. Opposition members, including Sayoni Ghosh (NCP/TMC), Lavu S. Krishna Devarayalu (TDP), Lallan Singh (JDU), Dr. Srikant Shinde (Shiv Sena), Sunil Tatkare (NCP), Anupriya Patel (Apna Dal), and Ram Vilas Arun Bharti (LOJP), will also participate. New Education Minister Pralhad Joshi will handle related questions during Question Hour, ensuring complete scrutiny of the bill.

Parliamentary Push for Exam Reforms

The government intends to pass the bill as soon as possible during the monsoon session, ensuring that exam malpractices are legally deterred. Students, parents, and educators await these reforms, which aim to safeguard academic integrity across competitive examinations in India.
