The Parliament deadlock over police action against protesting students appears to have ended. The government and opposition agreed to discuss the proposed bill. Lok Sabha will debate the Public Examinations (Prevention of Unfair Means) Bill, 2026. The House has scheduled six hours for discussion. Opposition MPs have submitted 93 amendment suggestions for improving the bill. The debate will begin on Tuesday at 2 PM. Priyanka Gandhi Vadra will start the discussion from the Congress side. BJP leaders Bansuri Swaraj, Tejasvi Surya, Anurag Thakur, Shashank Mani Tripathi, Bhola Singh, Sanjay Jaiswal and Vishnu Dutt Sharma will speak.
Additionally, KC Venugopal, Gaurav Gogoi, K Subramanian, Harsimrat Kaur and Sharmila Sarkar will represent other parties. NCP’s Mitali Bag will also share views.
MPs Seek Stronger Punishment And Wider Compensation
Several MPs demanded higher jail terms and increased fines for examination-related wrongdoing. RSP MP NK Premachandran suggested sending the bill for public opinion until December 1. He also proposed giving states authority to create special task forces instead of the central government. Meanwhile, Congress MPs Vishaldada Patil and Shyamkumar Barve, along with SP’s Anand Bhadauria, demanded property seizures.
They suggested confiscating bank accounts, shares and investments of people involved in exam irregularities. Furthermore, MPs including Beni Behanan, Shashikant Senthil, Shafi Parambil and CPI(M)’s K Radhakrishnan sought relief for affected candidates.
They demanded compensation, fee refunds and travel expense support when exams get cancelled due to unfair practices.
They also suggested age relaxation and additional attempts for affected candidates.
Shafi Parambil Suggests Probe Under Retired High Court Judge
Congress MP Shafi Parambil gave another major suggestion regarding accountability. He proposed an inquiry led by a retired High Court judge. According to his suggestion, the probe should begin when paper leaks affect 1,000 or more candidates. He also demanded a retest within 60 days.
MPs Push For Strong Examination Security System
Shashikant Senthil demanded protection for whistleblowers. Deen Kuriakose, Shafi Parambil and Anand Bhadauria also supported this suggestion. Senthil proposed yearly audits of physical and digital examination security. The audit should cover question preparation, printing, storage, transportation and digital infrastructure.
Kuriakose also demanded mandatory security audits. Meanwhile, Anand Bhadauria suggested creating an Examination Security Cell.
RJD MP Abhay Kumar Sinha proposed a National Public Examination Integrity Authority. The body would monitor exam security, cyber security and question paper handling.
Opposition Seeks Lifetime Ban For Guilty Individuals
Anand Bhadauria demanded a lifetime ban for people guilty of unfair examination practices. Such individuals should not participate in public exams, government recruitment or contracts. Congress MP Hibi Eden suggested suspending government employees accused in paper leak cases. He proposed suspension until courts clear them. Kuriakose highlighted the role of states in matters related to STF formation. His suggestion asked the Centre to seek state approval.
Congress MP Manoj Kumar proposed CBI investigation for paper leak cases. TMC Lok Sabha Deputy Leader Saugata Roy suggested Supreme Court supervision and monitoring.
