UPI Fees Shock? Survey Signals Massive User Exit If Charges Come

A LocalCircles survey reveals nearly 75% users may quit UPI if fees apply, while policy debates on MDR and government stance intensify.

Digital payments have become part of daily life across India. People now complete purchases and bills using UPI with one click. From vegetables to utilities, users rely on this system regularly. However, a key question now raises concern about possible transaction fees.

Survey Findings And User Reaction

A recent survey revealed a strong reaction from UPI users regarding potential fees. If charges apply, nearly 75 percent users may stop using the platform. Therefore, this finding signals risk for India’s fast-growing digital payment ecosystem.

Moreover, the survey showed users value free transactions highly despite rising daily usage. UPI continues moving closer to one billion transactions per day. Yet, fee introduction could disrupt this growth momentum significantly.

Additionally, LocalCircles reported only 25 percent users may continue usage after fee implementation. Resistance against fees has increased compared to earlier findings. In 2025, around 73 percent users opposed transaction charges strongly.

MDR Demand And Industry Concerns

Meanwhile, Payments Council of India suggested introducing 0.3 percent MDR for large merchants. This proposal has triggered debate around sustainability in the fintech ecosystem.

Currently, companies bear heavy technology costs to secure millions of daily transactions. However, zero MDR limits revenue generation for payment platforms significantly.

Furthermore, firms like Google Pay, PhonePe, and Paytm do not earn directly from UPI transactions. Therefore, investors now push companies toward profitability through MDR introduction.

However, PCI clarified MDR burden should not fall on general consumers. Instead, large businesses should absorb these charges. Consequently, this approach could attract fresh investment into digital payments.

Additionally, such measures may support development of new technology solutions.

Government Stand And Policy Direction

Meanwhile, the government rejected claims about UPI transaction fees clearly. Officials described such reports as misleading and without factual basis.

The government continues focusing on expanding the digital economy nationwide. Therefore, it maintains the zero MDR policy for UPI and RuPay debit cards since 2020.
