Elon Musk has been planning to launch Starlink services in India for months. However, the government has delayed the approval citing security concerns. According to Bloomberg, India’s Ministry of Home Affairs flagged Starlink’s use during the ongoing Iran war. U.S. forces reportedly employed Starlink satellite terminals in Iran. This raised concerns in New Delhi regarding foreign-controlled communication networks during geopolitical tensions.
Starlink’s Licenses and Requirements
Starlink received the Global Mobile Personal Communication by Satellite (GMPCS) license in India last year. The license allows operational agreements and preparation for commercial rollout. Nevertheless, Indian authorities require additional security clearance before operations commence. Officials asked Starlink to confirm how it will ensure Indian security compliance if foreign governments impose demands.
Satellite Communication Regulation Under Review
India’s Department of Telecommunications has finalized the satellite spectrum pricing framework. However, the plan has not yet reached the Union Cabinet for approval. This affects not only Starlink but also potential foreign and Indian satellite communication providers.
Increased Caution After Geopolitical Uncertainty
Following the Iran conflict, Indian authorities have become cautious about foreign satellite networks. Domestic telecom operators like Reliance Jio Infocomm and Bharti Airtel, partnering with European satellite providers, now face stricter regulatory scrutiny. The concern focuses on dependency on communication infrastructure controlled abroad during heightened geopolitical instability.
