Denis Manturov’s Two-Day Visit to India Focuses on Expanding Economic and Strategic Cooperation Between the Two Nations

On April 23, Denis Manturov, Russia’s Deputy Prime Minister, visited India. The primary goal of his visit was to strengthen the economic and strategic relationship between both nations.

Purpose of Denis Manturov’s Visit

Manturov’s visit was aimed at advancing India-Russia ties. He co-chairs the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, and Technological Cooperation (IRIGC-TEC). This body plays a crucial role in coordinating trade, investment, and technological collaboration between the two countries.

Key Meetings and Discussions

On April 3, Manturov held a detailed bilateral meeting with Indian Foreign Minister S. Jaishankar. The discussions focused on key areas such as trade, energy, fertilizers, connectivity, mobility, technology, innovation, and critical minerals. Both parties emphasized enhancing cooperation in these sectors.

Review of Past Agreements

The two sides reviewed the progress of the decisions made during the 23rd India-Russia Annual Summit in December 2025. Additionally, discussions touched upon regional and global issues, with special attention given to the ongoing conflict in West Asia and its implications.

High-Level Meetings During the Visit

During his visit, Manturov met with India’s top leadership, including Prime Minister Narendra Modi, Finance Minister Nirmala Sitharaman, and National Security Advisor Ajit Doval. The talks focused on strengthening bilateral cooperation.

Deepening Cooperation in Emerging Sectors

The visit marked a turning point in India-Russia relations, as both nations discussed deeper collaboration in emerging sectors. These include technology, innovation, and critical minerals. The meeting signaled a shift beyond traditional areas such as energy and defense.

Strategic Partnership Amid Global Instability

In light of global instability, this meeting highlighted India and Russia’s intention to make their strategic partnership more practical, multidimensional, and forward-looking. Both sides emphasized moving towards a more robust and diversified collaboration.

Special Role of Denis Manturov

Last year, following the imposition of tariffs by the White House, Russian President Vladimir Putin tasked Denis Manturov with boosting India-Russia bilateral trade. Manturov’s visit to India marks a significant step towards this goal.
